I think Rudy Gay deserves an increase. This is his per 36 stat line from this last year (this year very similar):
.455 FG% / .858% FT% / 3PM 1.2 / 1.5 ORB / 4.5 DRB / 6.0 TRB / 3.7 AST / 1.1 STL / 0.6 BLK / 2.7 TO / 21.4 PTS
He has repeatedly shown he is an offensive threat boasting over 20 ppg, great rebounding and solid all around stats. His large size and speed gives him the advantage of being too big for 3`s to guard him and too fast for 4`s to guard him. When compared to DeMar DeRozan (rated 72) we can see that Rudy`s rating should be increased.
DeMar`s stats from last season per 36:
.413% FG% / .832 FT% / 3PM 0.4 / 0.7 ORB / 4.0 DRB / 4.7 TRB / 3.6 AST / 1.3 STL / 0.2 BLK / 2.3 TO / 20.6 PTS
I think these similarities in stats, along with Rudy's better stats, shows he is worth an increase into the land of the 70s. For the differences, they are minuscule enough to not counteract what he does better.

69 is a very high rating. I don't think he deserves an increase, and arguably should be decreased. The DeRozan comparison just shows DeRozan is over-rated as well. The 70+ players are "all-stars", i.e. the top 24 players in the league. DeRozan was an all-star in 2014 but benefited from a shallow position in the weaker conference. Rudy has never been an all-star. And I don't think either guy is vying for a top 24 player slot.
That said, they are both very good players deserving of starting wherever they play, which indicates an overall score of 65-69.
For the sake of parallelism, here are some other comps:
Gallinari's (64) 2014-15 per 36:
.401% FG% / .895 FT% / 3PM 2.7 / 0.8 ORB / 4.7 DRB / 5.5 TRB / 2.1 AST / 1.2 STL / 0.5 BLK / 1.4 TO / 18.5 PTS
C.J. Miles (60) 2015-16 per 36:
.443% FG% / .806 FT% / 3PM 3.8 / 0.5 ORB / 2.3 DRB / 2.8 TRB / 1.9 AST / 1.8 STL / 0.4 BLK / 2.0 TO / 19.7 PTS
Harrison Barnes' (64) 2015-16 per 36:
.500% FG% / .830 FT% / 3PM 1.5 / 1.5 ORB / 4.5 DRB / 6.0 TRB / 3.1 AST / 1.1 STL / 0.2 BLK / 1.3 TO / 16.0 PTS
Now, I think Gay is better than all these players, but not so significant as to warrant a 6+ point increase. The Barnes comp is particularly similar, just with lower usage deflating the PTs and TOVs.

I'm not sure we should necessarily be disregarding a player to be rated above a 70 just because he hasn't participated in an All-Star game. I'm not particularly familiar with how the players are selected, but the All-Star game is essentially for the fans and I believe they are voted (correct me if I'm wrong). Rudy Gay has a "bad attitude" reputation and I think that would have a large impact in selecting him for an All-Star game. However, in the sim, "attitude" isn't a factor. So if a player warrants a certain rating based purely on their basketball skills/talents, they should receive it. Now if Rudy doesn't deserve to be rated with the likes of DeMar's 72, then DeMar should be decreased to something below Rudy, which reflects their statistical production.

When I say "all-stars," I mean top-24 player. An all-star appearance IRL is just a proxy for that. I don't think either player is or has ever been a top 24 player.
And yea, I agree DeMar deserves a decrease. If someone makes a stock watch thread for him, I will vote to reflect that.

Yeah I'd say DeRozan is overrated rather than Rudy Gay being underrated.
