There should never be a case where a team is over the hard cap anyway. It's hard.
For rookie picks, and if the team has fewer than the minimum no. of players, how it works irl is that you have to cut and stretch players until you have room to sign the rookie/get up to the min roster size.

Red Auerbach since you're currently projected to be at 152M for next season and this rule change is sudden, you'll be allowed to be over the hard cap for the 2019-2020 season, but must comply in 2020-2021.

Anyone whose team is over the hard cap at the current time has their team placed under league control and has moves made for them until they are under the hard cap. Optionally fired if they bitch about it. If youre projected to be over the hard cap in the future, its your job to get under the hard cap before it happens. Just like its your job to make your draft picks and send bids to free agents, and if you dont do your job you get fired.

And just to clarify: there are two mechanisms for lowering your cap number. (1) Trading away contracts, and (2) cut-and-stretching guys.

Only salaries in black and grey and penalties (i.e. luxury tax) count against your hard cap total.
Cap holds like the MLE, Birds rights, QO etc do not count toward the hard cap penalty. These cap holds will turn into proper salaries as stated in the according rules (usually beginning of regular season), and hard cap enforcement would begin immediately.
