Off Season Free Agency Regulations
1. Re-signings and Free Agent signings must not take your team above the salary cap for the first year of your player's contract.
2. Contracts cannot be longer than 4 years in length, unless the team offering the contract has the player's Bird Rights, in which case they can offer 5 years.
3. The maximum salary of the first season of the contract-offer depends upon the years in the NBA of the player and the current salary cap.

*5th Year 30% Max/Derrick Rose Rule
A first round draft pick who completed all four years of his rookie scale contract, or a second round draft pick or an undrafted player who has four years of service, is eligible to receive a higher maximum salary if he meets one of this criteria, called the "5th Year 30% Max" criteria:
- Named to the All-NBA First, Second or Third team at least twice
- Voted as a starter in the All-Star game at least twice
- Named the NBA Most Valuable Player at least once
3. The maximum an offered salary can increase/decrease per year is by 7.5% of the first year of the offer or the league minimum salary.
For instance, if a team offers a $10,000,000 contract, the most they may offer in the second year is $10,750,000. The most they may offer in the third year is $11,500,000 ($10,750,000 + 7.5% of $10 M) and so on.
4. You may include Player Options and/or Team Options in the contracts you offer. You may only include one option, and it can only be in the last year of the contract.
5. You may include a No Trade Clause in your offer.
6. The only time players can be re-signed is during the Off Season Free Agency period.
7. Since a signing must not take your team over the salary cap, offering multiple contracts which take your team over the salary cap is done at your own peril. If one player signs with your team and you then do not have the space to sign the other player, you will miss out on the other player.
8. In the event that Player Agents mis-communicate and allow a team to somehow sign two players within quick succession of each other, and if those two signings combined take the team over the salary or roster restrictions, the team's GM must decide themselves which player to keep.

The free agents will be separated into 3 tiers. Tier 1, Tier 2, and Tier 3.
Tier 1: 64+
Tier 2: >=58
Tier 3: <58
2. Weekly Announce times
Tier 1 will begin immediately after the conclusion of RFA.
Tier 2 will begin immediately after the conclusion of Tier 1.
Tier 3 will begin immediately after the conclusion of Tier 2, and will last until the regular season.
Tier 3 free agents will not have player agents, but the bidding will happen live on the "free agency board" just like regular season free agency in a bidding war, where the highest bid after 24 hours gets the player. A GM may only have 2 active "top bids" at a time, and may only sign 2 free agents each IRL week.
3. Revealed Vote on FA Destinations
The Player agents will narrow down the offers to free agents to three teams (including the resigning team unless there is a major grievance), and the entire player agent committee will vote on which teams fits that player the best and that will be the destination. The votes will be published at the end of the timeslot for that free agent tier. Majority wins.
'Bird Rights'
- A team is given the right to apply 'Bird Rights' to their players if that player has been on the same contract for three seasons straight or more. Bird Rights allow teams to exceed the salary cap when re-signing players.
-When a player is traded, his new team inherits his Bird rights. For example, if a player signs a three-year contract, plays two and a half seasons with that team, and is traded at the trade deadline in the third season, then his new team has full Bird rights following the third season.
- A Cap Hold will be applied to the FAs with Bird Rights. This Cap Hold applies in signing other Free Agents only. If the player resigned with the team, the cap hold remains until the beginning of the new season instead of the new contract. If the player signed with another team, the cap hold will be released.
Cap Hold Amount:
- Rookie Contract - Qualifying Offer
- Else: the lesser of 125% of the player's previous year salary and their maximum eligible contract.
Example: Phoenix Suns has 60 Million exact salary going to the offseason. Suns's player X is a free agent and he is a draftee of the Suns and he played his first four years with the Suns. His last Year's salary is $4 M so he will be having an $5 M Cap Hold so his total salary now will be 65 Million. The Salary Cap is 64 Million.
Can he still sign player X?
Yes, because he has his Bird Right allowing the GM to sign player X without consideration to the Salary Cap.
How about other FAs?
Only through the mid-level exemption.
- If a player is lost to free agency and signed again by a team, the teams Bird Rights to that player are forfeit.
- A player may be re-signed for contracts up to 5 years in length using Bird Rights.
Sign and Trades
Expiring players cannot be traded and re-signed players cannot be included in submitted trades until at least Day 25 of the following regular season. A matched contract offer for a RFA does not count as a re-sign, however the player cannot be traded to the team whose offer sheet he signed until at least Day 25.
