One thing to note, the coefficients used in the formula for overall rating are determined via regression against PER. PER has it's issues, one being that it does a poor job reflecting non-boxscore defensive contributions. So suppose we have two foils, say Tony Allen and Jamal Crawford, who overall contribute the same amount to their team in the plus-minus sense, one of whom is great defensively and terrible offensively, and the other great offensively but terrible defensively. The offensive biased player, Crawford in this case, would get a higher rating than the defensive player, Allen.
Hence, since Noah's contributions are somewhat biased (still contributes offensively with his passing, though that's declining), his rating should be lower than what his "real" value is.

Though it doesn't work as well for bigs because height is the biggest factor in overall rating.

One of the worst offensive scorers in the league this year, dropped his shooting down to bare levels. Best passing big man in the game, though. Still good (not great) defense. Grades out as average.
