While I don't think it's written in our rules, pretty sure to claim a guy you have to have cap room to fit in his salary.

No reason to write "you can't do this if it causes you to go over the salary cap" next to every rule! There's a rule section called "salary cap" that explains that you can't go over it :) Same thing with not being able to claim a player off waivers if you have a full roster, there is a rule in another location that specifies you can't go over 15 during the regular season, so clearly in this instance, you cannot as well.
