As you know Dynasty 720 is an organic league, and the rules section is a living document.
Because of this rule changes happen from time to time to try to improve things and close loopholes.
I'm adding a few rules effective today that I will summarize below. I'm also considering adding a "luxury tax", which is the subject of the poll above. The luxury tax rule wouldn't go into effect until the 2017/2018 regular season.
Playoff Depth Charts
Reasoning: This is easier for the simulator to be aware of changes, and also will stop tipping off your opponents to your lineups. Thus removing the element that the last person to be online before the sims would get the final say.
Player Option Pitches
Reasoning: Before the committee would merely accept/decline the player option without any input from the team itself. This gives a chance for a team to make a pitch to their player on why they should stay, or perhaps decline the option. It also allows the team to send a contract offer to the player. This matches what happens in real life a lot, and would make player options a lot cooler and more realistic.
Over-38 rule
Reasoning: In line with the NBA, to close the same loophole. The loophole of being able to artificially inflate the value of a contract for a player past the age they will probably be playing. Especially important in our league since retired money comes off the books in D720 (unlike the NBA).
Contract Buyouts
Reasoning: Buying out contracts is cool.

During the part of the offseason where GMs accept or decline team options, GMs will now be allowed to send a message to their players considering whether or not to accept their player option. It will work similar to Restricted Free Agency, where you can only send one message, with no further negotiation with the Player Agent. The message can both an argument for accepting/declining the PO, and a contract offer. The PA board will then decides whether to accept or decline the player option, or accept the new contract offer

Over-38 rule
If a 4+ year contract extends beyond a player's 38th birthday, any year which ends with the player being 38 or older will be attributed to the previous seasons' amount pro rata.

Once every 3 seasons (to the date of the buyout), you may buyout a contract.
Example: Player A has 3 years at 14M left, but you want to buy out the whole thing at once so you take 3 x 14 = $42M cap hit for current year.

Luxury Tax
Amend the Hard Cap to also include a luxury tax, whose attributes are as follow:
Hard Cap: 150% of salary cap
Luxury Tax Cap: 125% of salary cap
If the luxury tax is exceeded you will begin being penalized 10% of salary cap*x over x years, with x being the number of years you've been over the cap.
Example: Billy King goes over the luxury cap and remains that way for 3 years. He is penalized 10% of the salary cap year one, 20% of the salary cap year two, and 30% of the salary cap year 3. If this results in his team going over the hard cap, hard cap penalties will apply.
This rule will not be in effect during the off season.
