My acceptance of this trade hinges on 76'ers first round picks being shipped over to me. Is there a limited number of picks that can be traded?

There's no limit on number of picks in a trade, but a team has to have a first round pick at least every other year. So if the 76ers don't currently have picks in 2016 or 2018, trading away their 2015 and 2017 would give them consecutive years without first round picks.

No team can trade 1st round picks in consecutive years without first acquiring more 1st round picks, because ultimately every team has to pick in the first round at least once every other year. Your acceptance hinges on the picks, but I bet I'm not alone among the TC in saying that this trade is very rejectable without the picks as well. If Steph wants to try to find other trades to acquire 1st rounders so that he can include two in this trade, we can try this again. Otherwise, this trade is illegal.

It actually is a rule in the nba. It is commonly referred to as the Stepian rule after the former Cavs owner.

Yup, unless you can add a player worth a couple first rounders or separately find another way to get a 2016 and a 2018 1st so you have two first rounders available to trade again. And even then this thread is still probably going to get moved to rejected, because you'd have to do another trade to get the picks and any iteration of the trade with a player/players worth two first rounders would look different enough to probably need a new thread anyway.
