Fa never closes in here like we are still using regular season regulations. Agents could opt though to retire a player from the market if they feel like that player can get more during off-season. Anderson in this case will become a fa again by off-season so it doesn't make much of a difference.

Free agency should definitely close from start of playoffs until start of off-season. Same kind of rules are in NBA

This transaction is functionally meaningless. This is ATL signing Anderson for the 2018-19 season. ATL isn't playing anymore, and even if they were Anderson wouldn't be playoff eligible. He becomes a FA again once the season turns over.
If it were a multi-year deal, then we might encounter some rules trouble, but it would work either how Kong or Teddy says, which again are functionally equal.
