Looks like it passes. Is there any reason you want it to take effect at the start if the offseason instead of now? I ask bc you use 2019/20 salaries. But I think it works either way
Edit: I guess it puts TOR over 15 players, but we've been kind of lax on that. The rule says the roster size cap doesn't hold during the "off-season," which is kind of ambiguous regarding this part of the season.

How that 2023 swap right works?
Asking because draft page shows with Bucks having 2022 MIN protected 1st. Then, there is a chance the 2023 1st actually goes to Milwaukee.

I asked billy and this is the rule the trade would be breaking: 1. Teams cannot trade future picks not already in their possession. Picks are not assured until the draft lottery of that year.
