I think some of the Cavs' signings are invalid? I mean they took them over the hard cap. $142,725,586 is the salary that shows in the salary sheet. That's before adding $12M for Vucevic and $9M for Thompson. That would put them at around $163,7M that is more than the $152,8M hard cap. It is more of a question actually on how it works. I am probably wrong. Edit: I think I mixed up with last season salary cap. So, it would be $109140000 * 1,5 = $163,710,000. Right now, they are at $163,587,180 so they are good. They have 11 players though so the extra signing would take that them over the hard cap. lol, I am joking. I think they are fine based on the actual rules but realistically for the future, I think those empty spots should count as min contracts towards the hard cap.
