TOR - PHX: The Two Part Boogaloo

Alright folks, JT and I cooked up something special for ya. This is a trade that must be executed in two parts. One part is in the 19-20 cap year, the second is in 20-21, after processing the IND-TOR-DAL-LAC trade. Both trades in a vacuum of their own are legal, and will be outlined below. The reason it is a two-parter will become clear below. JT and I decided that it's most clear and transparent to post them both in the same trade thread.
IN THE 2019-2020 CAP YEAR (Part One: The Meat)

PHX sends:
Derrick Favors $15,000,000 $15,000,000
Yogi Ferrell $3,660,000 $3,660,000
Pick 20

TOR sends:
Andre Iguodala $10,200,000 (dead)
Eric Gordon $7,000,000 (dead)

IN THE 2020-2021 CAP YEAR (Part Two: The Second Course)
PHX sends:
Vander Blue $1,000,000 (dead)
TOR sends:
Pick 31 (acquired in LAC-TOR-DAL-IND)
Michael Carter-Williams $1,091,400
(1,000,000 * 1.25 > 1,091,400)
Justification: This is essentially a quid-pro-quo. I'm telling JT that if we can get this deal done in the current cap year, then we can make the deal for the 31st pick in the following cap year. I can't send it to him outright in the 2019-2020 cap year because I'm acquiring it in the 2020-2021 cap year. And, we can't send Iggy and Gordon his way in 2020-2021 because their contracts will be expired. I looked through our own rules, as well as the CBA, and there's nothing prohibiting a trade like this. As a matter of fact--it's not that different that how rookies sometimes get drafted by one team on the behalf of another, and then the trade goes through while they're still wearing the wrong hat. Are we circumventing a bit of red tape? Sure--but it's an honest exchange of assets overall, it just has to be finessed in a certain order to work. It's not collusion, it's creativity.
Anyway, I accept. I basically sent dead money and Smart away for one year of Favors, Ferrell, and pick 20. I'm happy with that return for him--Favors in particular I'd be happy to re-sign with Bird rights or send off in another deal. We'll see what happens. The way my draft targets are being mocked, I suspect that at least one guy who I'd love to draft will be there at 20.
I think this is all ship-shape and up to code, but if it creates waves and is rejected because of this deal's unique nature--I do humbly ask that a rule be made, recognizing it as the Timberlake-Scalabrine rule. Surprisingly, I don't believe there's a rule named after me in this league.
