With a really heavy heart, I accept this trade. I must admit, it really, really hurts losing Fox, for much of the season I viewed him as untouchable with me prioritising him over Harden and Lillard in terms of never trading him. But with him hitting RFA after the 2020-2021 season, and my salary situation being quite dire with both Lillard/Drummond/Bogdanovic/Baynes expiring as well, it's probably in my best plans for me to move on from him.
It's probably the worst draft I could've traded up for a lottery pick, let alone the #1 pick with the draft class being so weak that a wide variety of players could indeed end up going #1. Even with it being a weak draft class, there's also the fact that there's a lack of scouting for the college talent due to the NCAA tournament being cancelled. I could may well be having to tie down a draft bust to an expensive rookie contract totalling 25m+
Boston will be getting a 22 year old proven borderline all-star, with potential to become a star/superstar for Sacramento, I would much rather take that side of the bet then picking #1 in an unproven draft. I reiterate, if it weren't for my contract situation I am currently in, I wouldn't be doing this trade.
Because of this, during all the trade negotiations with Boston, I stressed that Fox was worth the #1 + a decent role player(s), in the end I managed to get Joe Harris.
Losing Simons is also a big loss, he's most notable for his 37 point, 6 rebound and 9 assist game in his first start, on the last game of the season against Sacramento. Seeing how he's still only 21 years old and is in the perfect situation, being the understudy of both Lillard and McCollum, I feel he has a great, bright potential in the league. Simons and the #33 pick going to Celtics are both great pieces that I might soon regret trading whether they pan out.
I wanted to get Marcus Morris as well in the trade, so Simons + #33 partially acted for compensation for his services as well as acting as the sweetener to the deal.

Since the trade uses 20-21 salaries I think the salary of the 1st overall pick has to be included in the salaries?

Trading a number one pick is always difficult. Even in a weaker draft class, it is still hard to do. In return though, I get a player who I plan on using as one of the foundational pieces to my team. Fox is a young player who I really think can be a great player. He has continued to improve since coming into the league. I think with my salary I’ll have a good opportunity to resign him.
Simons is a good prospect. I think he has some good mentors in Lillard and McCollum.
There should be some good prospects who have starter possibility at #33.
I don’t like giving up Morris and Harris. They are good role players who can stretch the floor. They fit better on a team trying to contend, though.
