Gallo has a PO for next year, so I don't think you can do this trade before that is decided. He might not accept it.

With the uncertainty of the PO the contract becomes an expiring contract and using the 19-20 salaries,the deadline of expiring contracts(excluding dead money) has passed.

So yeah, the way that this is different from the QOs to become tradable/untradable is that
1) the QOs are automatically extended so nobody can lose a player if they want to keep them,
and
2) The bidding process for RFAs is blind (aka one offer sent with no negotiation permitted), so it’s more or less impossible for a player agent to pull any shenanigans that force an RFA to one team or another.
Those two things in tandem allow for a system where any given RFA is effectively locked on their current team, with only contracts details to straighten out (similar to an extension, which functions about the same as far as tradability). As such, the team trading for an RFA is guaranteed to keep them if they trade for them and actually want to keep them, so they can’t get screwed over by the previous team and/or the PA colluding.
A PO on the other hand gets decided by a team of PAs, and is historically very likely to be declined unless the deal is well above expectations. Thus any given PO, until voted on and picked up by the PAs, has to function as an expiring contract or else it would be very open to collusion and probably used constantly as a means of cutting salary.
