Not sure why an MLE couldn't cover a claim. The waiver wire rule just pre-dates the MLE here. If not, no biggie.

You should be able to use the MLE How would claiming with MLE work with rookie contracts?

Would it make sense that the TO's are only declined if the player clears waivers? But if he is claimed then the new team gets the original contract fully

If they are waived in their third or fourth year, ie a TO had been picked up, then you get their BRs.
That's how it works in the NBA. We can make our own rules, obviously.
