Current Build:
I waited a bit to do this as I always want to use a larger sample of games to accurately judge a players overall affect, and influence on a team. Sim Norman Powell is extremely underwhelming compared to that of his real life version. Sim Norman Powell averages about 8 ppg. Irl version is averaging 14 on 49/41/85 splits over the last 3 years. Or 17 ppg on 49/42/86 over the last two years since an increase of minutes per game.
On a per 36 minutes average, he's averaging 19.4 on pretty much those same splits with a 62% TS over the last three years. This year as a starter he's averaging 22.4 ppg on 53/46/88 splits, and he's FA this summer so he's probably going to get an opportunity to have an increased role on another team.
I say this to say he's able to put up really good volume stats on good efficiency being a 4th option or worse on a pretty good Raptors team, which isn't reflected in the sim. I'd say his irl role would align directly with his role on the D720 Lakers which would be that of a 3rd or 4th scoring option. I think he'd be around a 15 ppg player on nice splits, and solid defense on this D720 build with a revised build.

My suggested build:
My suggested build would give him increases in Height, Endurance, Inside, Layups, Mid Range, 3pt Shooting, and Offensive IQ which would bring his overall to a 64. An overall 64 seems hefty, but I actually think it aligns with his production, and the translates pretty well in the sim.
He's a much better shooter, and finisher than he's given credit for by noobs ratings, as suggested by his raw, and advanced stats irl.
Results:
I also used a 1,000 game sample size to see if my suggested build would match his irl production, and the production I think he'd have on the D720 Lakers, and I think it's pretty spot on. 15.9 ppg on 48/40/84 splits with a TS% of around 61%. The rebounding, assists, and steal numbers are really close to his irl stats as well.
